Xiao “Ben” Xiong Luo was shot once by one of two masked men who burst into his home at 2432 Moraga St. just before 6 p.m. Wednesday, police said. Nine other people who were inside the home with Luo were tied up but not harmed.
The assailants fled, and no suspects have been arrested.
Police would not discuss the killers’ possible motive, but three law enforcement sources said inspectors suspect that prostitutes were working in the house. The sources spoke on condition of anonymity, citing the ongoing probe.

Internal Affairs Probes Fla. Massage Parlor Video
MIAMI GARDENS, Fla.

A surveillance videotape from a massage parlor in Miami Gardens is at the center of serious allegations against Miami-Dade police.
The parlor owner claims the tape shows officers violating procedures and stealing money during a raid on the business on Jan. 14.
The head of the police union, who watched the tape, said he saw no irregularities in the officers’ actions.
“There is nothing on the tape to indicate they did anything other than professional police work,” said John Rivera, president of the Police Benevolent Association.
The surveillance cameras at Mind Body & Soul Massage recorded the preplanned sting by four undercover officers working with Miami-Dade’s Medical Crimes Unit. It shows one of the officers, posing as a scheduled client, cutting the service short, going to the door still bare-chested and opening the door for the other three detectives.

Magill said Florida is high on the list of states in which people get quick, easy access to prescription drugs issued by irresponsible physicians working at “pain management centers” and “pain clinics.”
“New state laws are coming into effect and [this measure] helps bridge the gap” until they do, Magill said. “These businesses have been popping up now before the regulations set in, and we’re trying to prevent that.”
The six-month moratorium “gives code enforcement more time to look at applications” to ensure that new businesses are legitimate, Magill said.
A similar moratorium was established by the Hallandale City Commission on massage establishments — with a caveat for existing, legitimate businesses.
“We haven’t had any problems with legitimate businesses. It’s the ones that [use massage services] as a front for things like prostitution that have been a problem,” Magill said.
